But here is the good news: YOU DO NOT HAVE TO DO THIS ALONE.
Florida offers some of the most robust down payment assistance programs in the country, specifically the State Housing Initiatives Partnership (SHIP) and the Florida Hometown Heroes Housing Program. However, these programs have strict rules, specific deadlines, and mandatory requirements that you must follow to secure your funding.

1. SHIP IS LOCAL, NOT STATEWIDE
While the money for the State Housing Initiatives Partnership (SHIP) comes from the state, it is administered at the COUNTY OR CITY LEVEL. This means the rules in Orange County might be different from the rules in Seminole or Osceola County.
- WHAT YOU NEED TO KNOW: You must apply through the specific local government office where the home is located.
- ACT FAST: Funding is limited and often distributed on a first-come, first-served basis. When the money is gone, it is gone until the next fiscal cycle!
2. HOMETOWN HEROES IS FOR MORE THAN JUST "HEROES"
The Florida Hometown Heroes Housing Program was designed to help front-line workers, but the list of eligible occupations is extensive. If you are employed full-time (35+ hours per week) by a FLORIDA-BASED EMPLOYER, you may qualify!
ELIGIBLE PROFESSIONALS INCLUDE:
- Healthcare workers (Nurses, CNA’s, Technicians)
- Educators and School Staff
- First Responders (Police, Fire, EMT)
- Active-Duty Military, Veterans, and Guard Members
- Childcare Providers
- ...and many more!
3. YOU CAN GET UP TO $35,000
The Hometown Heroes program provides down payment and closing cost assistance of 5% OF THE FIRST MORTGAGE LOAN AMOUNT, capped at a maximum of $35,000.
This is not a gift: it is a 0% INTEREST, NON-AMORTIZING, DEFERRED SECOND MORTGAGE. You don't make monthly payments on it, but you must be prepared to handle the repayment terms (see point #8).
4. HUD-APPROVED HOUSING COUNSELING IS MANDATORY
You cannot simply walk into a bank and ask for these funds without preparation. Most Florida first time homebuyer programs require you to complete PRE-PURCHASE HOUSING COUNSELING from a HUD-approved agency.

5. YOU MUST ATTEND HOMEBUYER EDUCATION CLASSES
Before you can receive a single dollar of assistance, you MUST complete an approved homebuyer education course.

H.E.L.P. CDC offers HOMEBUYER EDUCATION CLASSES ORLANDO residents (and those throughout Florida) can attend to meet this requirement. Sign up directly on Eventbrite to view current and upcoming classes.
- FORMAT: We offer both in-person and online options.
- CERTIFICATE: Upon completion, you receive a certificate valid for TWO YEARS.
- INDIVIDUAL REGISTRATION: Every person on the loan must have their own registration and email address. Do not register as a couple under one email!
6. THERE ARE INCOME AND CREDIT SCORE MINIMUMS
These programs are designed for low-to-moderate-income households, but you still must be "bondable" to a lender.
- CREDIT SCORE: For Hometown Heroes, you typically need a MINIMUM 640 FICO SCORE.
- INCOME LIMITS: Your household income cannot exceed certain thresholds, which are usually based on 120% to 150% of the Area Median Income (AMI).
- DEBT-TO-INCOME (DTI): Your total debt payments usually cannot exceed 50% of your gross income.
7. OCCUPANCY RULES: YOU MUST LIVE THERE
These programs are for OWNER-OCCUPIED PRIMARY RESIDENCES ONLY. You cannot use these funds to buy an investment property or a vacation home.
- 60-DAY RULE: You must intend to occupy the home as your primary residence within 60 DAYS of closing.
- HOMESTEAD: You will be required to file for a Homestead Exemption to prove the home is your permanent residence.
8. KNOW THE REPAYMENT TRIGGERS
While the assistance is often a 0% interest loan with no monthly payments, the balance becomes DUE IN FULL if any of the following occur:
- You SELL the home.
- You REFINANCE your first mortgage.
- You MOVE OUT or the home ceases to be your primary residence.
- The original mortgage reaches the end of its term (usually 30 years).
9. YOU CAN "STACK" CERTAIN FUNDS
In some cases, you may be able to combine (or "stack") SHIP funds with other assistance programs or lender credits. This is known as GAP FUNDING.
Because this gets complicated quickly, working with a HUD-approved housing counselor is vital. We can help you look at the total picture to see which programs play well together and maximize your total assistance.
